Study On Countermeasures To Develop Northeast General Aviation

General aviation works as an important segment in civil aviation. It has contributed greatly to the economic constructions, social public welfare and improvement of people's life for all these years. After development for decades, from zero to availability and from small scale to broad scope, general aviation in the Northeast area now accounts a decisive part in this field of China, both the number of its aircrafts and operation volume accounting for over one quarter of the whole nation. With the perfecting of our socialist market-economy as well as the quickening of our constructions for modernizations, utilization of general aviation will surely increase. However, certain fetters in both system and mode of thinking still exist in the Northeast general aviation, some of which have caused serious negative influence on development of the general aviation.To remove the obstacles timely and explore the developing room in the Northeast general aviation, this article starts with analyzing the factors and relative departments which affect the development of general aviation, and then summarizes, in different angles, the current status and situations of general aviation abroad, in China and the Northeast respectively. The article analyzes the major obstacles constraining the development of general aviation and explores the path to expand general aviation of the Northeast area in the following aspects: I. strengthening and perishing the general aviation market while making the marketing system more perfect so that an orderly competing environment can be cultivated; II. improving the operation conditions of general aviation and heightening the ability of normal operations; 111. revising and supplementing regulations and trade criteria in the field of general aviation so as to provide this trade clear and definite regulations and criteria to follow; IV. strengthening the administration over the trade of general aviation while improving the efficiency and quality in service; V. training first-class managers in the operations of general aviation; VI. raising the consciousness and expanding the investment while offering support in relative policies.By researching, analyzing, summing up and concluding, the article tries to offer plans and sound strategy for developing the general aviation in the Northeast area and make explores for the rapid marching of general aviation undertakings.
