During the development of Chinese region economy, there is a special mode of economy operation, called provincial administrative fringe area economy, which means the economy of border zone with several provinces. However the underdeveloped and incompatible features of this special regional economy are too obvious. Province border-regions are always the area of the intersection zone where exist different nationalities. For it has a great meaning for narrowing the gap in development between regions and nationalities and overall regional coordinated development. So the development of province border-regions plays an important role in economic development.Wulingshan Economic Cooperation Zone, which be on the edge provinces of Hubei, Hunan, Chongqing and Guizhou, is an integration area between the east and the west. It is not only the forward position region from the east to the west, but also the largest border with different provinces and the most populous region of national minority. Moreover Wulingshan Economic Cooperation Zone is the strategic joint zone for western development and central rise as well as the most important region in the Seven-Year Priority Poverty Alleviation Program.In July2010, Wulingshan Economic Cooperation Zone is recognized as one of the special difficulties area among six regions by the country's new round of western development strategy. Within the administrative districts of Wulingshan Economic Cooperation Zone, these districts have similar natural condition, ecological environment and customs as well as the same development level. Beside the long economic association with each other, they have close connection with other regions. So Wulingshan Economic Cooperation Zone is strong identity, relatively entire and independent geographical unit due to the character of natural environment and social development. So searching the way of overall development is very important to accelerate economic development, narrow gap, eliminate poverty and full implement of welfare society.According to the special feature of Wulingshan Economic Cooperation Zone, this paper will based on the theory of regional economics, development economics, ethnic economics etc. to discuss the great subjects such as comparative advantage, development strategy, upcoming problems and drive of sustainable development and so on. At the same time this paper is also useful to practice the theory of overall development for the development of the western region.So this paper will mainly resolve the three problems. First it is to know the theory of coordinating regional development. Second it needs to recognize the economic status of Wulingshan Economic Cooperation Zone. Third it is necessary to realize the barriers and advantages and then to find the best ways for overall development. Among these problems, we should emphasize the good and bad aspects and the motive power of development. And then according to the successful experience of the mainland, we should decide the development strategy of Wulingshan Economic Cooperation Zone and take the regional economic integration path.First, According to the theory of regional economic development, it is necessary to classify the research results in this field from domestic and foreign scholars in order to make the regional economic development plan clearly, which including the basic conditions of the regional overall development, main body, content, character and classical theory and so on. In this way, the research will become more persuasive with the strong theoretical support. Then through the analysis of current situation, including the Wuling Mountain's general situation, the early development condition, the significant of development of economic cooperation, this paper will focus on the development condition in this area's current social economic and highlight the inevitable choice and the urgent need for the economic integration of the region. Third, the paper analysis the development advantage and disadvantage of Wuling Mountain's economic cooperation areas and then further analysis the main obstacle of the regional economic development in order to find the positive and negative factors in the regional economic integration process. Finally, the main aspect should be emphasis on searching countermeasure of overall development, which means based on the case of Yangtze River Delta Agglomeration and Huaihai Economic Zone to analyze the shortcoming in order to offer the corresponding measures for the development of Wulingshan Economic Cooperation Zone. These measures contain optimizing industrial structure to construct the rational industrial system, perfecting regional infrastructure, implementing favorable policy, strengthening regional ecology safety system and changing development concept and enhancing innovation and cooperation and so on.
