Our country's sea fishery once experienced continually fast growth, but at the present, is faced with declining resources, which is so serious as to endanger the sustainable development of our country's sea fishery. In view of this, the country has unceasingly adopted relevant measurements to control the growth of the fishing capacity in order to reduce the fishing intensity and to restore the fishery resources. The policies include the "Double Controls" during the period of the eighth five-year plan, "the zero growth" implemented in 1999 and "the negative growth" implemented in 2000, all of which have failed to obtain the tangible effects. Actually, the fishery resources continue to be worsening. Therefore, from the beginning of " the fifteenth five-year plan", the country has to further adopt the policy of reducing fishing capacity, which the author has called "the Policy of Reducing the Offshore Fishing Vessels ". To be specific, the policy refers to a series of measurements which has been and will be implemented by our government and the coastal local authorities to avoid continuous and blind growth of the country's sea fishing intensity and excessive use of the resources by reducing the number of the fishing vessels, thus achieving the harmonious development between the sea fishing intensity and the fishery resources.Has the anticipated goal been achieved since the policy has been implemented for 5 years?
