With the rapid development of science and technology, its effect on economic growth is becoming more and more obvious.It has been proved from the history of the world economic development that science and technology can accelerate the progress of society and economy when they are well cooperated, and vice versa. The positive researchThe dissertation chose the center of the Bohai Sea Surrounding Area-Tianjin as the objects of my research. I will apply combined model to research the effect of Scientific and Technical progress during the "10th 5-Year-Project"of Tianjin. The positive research during the "10th 5-Year-Project"of Tianjin tells us that the rate of capital is most. The rate of contribution of Scientific and Technical progress is second and the rate of contribution of labor is least. The rate of Scientific and Technical progress is stepping up and the development space is bigger. The dissertation also does positive research on Beijing,Shanghai and Chongqing, and compared to Tianjian we can see that the rate of Scientific and Technical progress of Tianjin is smaller than Beijing and Shanghai. So Tianjin needs to increase the affection of Scientific and Technical progress on economic growth.3. The countermeasure researchBased on the theoretical and positive researches, according to the fact of economic development of Tianjin, I have put forward some countermeasures to accelerate the effect on the Scientific and Technical progress of Tianjin. According to the research, we can found out that the way to accelerate the effect on the Scientific and Technical progress of Tianjin mainly lies on the found of the production and talent elevation and increasing the human capital devotion, dealing with the relation of high-technology industry devotion and tradition industry, putting emphasis upon the research and development and industrialization of the high-technology and so on.
