Nowadays,along with the fast development of science and technology,science & technology has become more and more important on the economic growth.So,it is a matter of great significance both in theory and practice to make a study of the relationship between the technological advancement and the economic growth,and to understand and evaluate correctly the effect that the science & technology has on the economic growth,and to make quantitative analysis on them.The contribution rate of scientific-technical process which indicates the increasing rate coming from scientific-technical process in the output growth is the composite index to reflect the role of science & technology.This index has important reference significance to analyze the long-term trends and relationship of economic growth in area,science & technology,labor an capital.Based on integrating advantage and disadvantage of various production function, this article unifies the "C-D production function" and Solow's "Growth Rate equation" and advance uniform formal method to appraise science and technology. Especially co-integration theory is given for the situation where the data of input and output is non-stationary.Lastly some academic analysis and practical discussion of the role of science & technology in the economic development in Qingdao.This paper has made every effort to develop theoretically the research technique and path in this domain and hopes to provide the referring basis for the science & technology level's enhancement in Qingdao in reality.
