On the entrance to WTO, small and medium enterprises (SMEs) play an important role in the process of economy development in all countries. The promotion of technological innovation gives the main impetus to economy development and is very important to the sustained development of enterprises and national economy. Under the condition of the drastic marketable competition, It is the important method to improve the competitive ability and avoid of the technical barriers to trade which improve the ability of technological innovation.For the small and medium enterprises, quality certification play a real important roll to improve the technological innovation. The standard of certification's internationalization give the higher request to the product quality. So a lot of enterprises based on quality certification expand the domestic and overseas market, improve the level of enterprises administration and conquer the competitive rival. Though there are so many of the factors which have an influence on technological innovation, people give more attention to the quality certification, especially, technical barrier of trade(TBT)has happened after the entrance to WTO, ISO9000 and ISO14000 become more important to the enterprises.In China, the quality of a lot of commodities can not reach to the technical standard of the Europe standard, so they can not export or untreat the commodities.
