Virtual Enterprises(VE) break through the tangible boundary of traditional enterprises. On the base of core competence, relying on developed communication technique, VE combines knowledge, technology, fund, raw and processed materials, client and logistics together. VE is the trend of the development of enterprises, it reacts rapidly to market changes and extends the function of enterprises. High-Tech Virtual Enterprises is VE that is united by one or several High-Tech enterprises and general companies, aiming at producing or researching and developing High-Tech production and service. Since High-Tech Virtual Enterprises is a temporary alliance composed of different enterprises trying for a common target, and these enterprises may distribute in various fields, bear different joining aims, how to systemize effectively and make them develop in perfect harmony is a basic guarantee for High-Tech Virtual Enterprises.Though the concept of VE has been a heated study issue since its naissance, there are few researches directly basing on organization mode of High-Tech VE. Further more, most of the study is considered from static point of view. In other words, the operation mode is decided hardly when the VE is set up. But in a dynamic perspective, the mode of VE grounding in different fields may differ because of different culture, technologies, staff, etc. Even to the same VE, its organization mode may not stay the same in different phases of its lifecycle. That's because VE is a dynamic organization, and during the development, some enterprises may join in and others may quit. Therefore, the mode should be changed accordingly.
