Research On Optimizing Mechanism Of Farmland Transfer

The problems of agriculture, countryside and peasant have always been the fundamental issues in China's economic development, and the farmland problem is the core factor of "three agro-problems". The key to solve the disadvantages of the present farmland system, lies in the premise that the long-term stability of farmland contract system, and improve its corresponding transfer system. This paper takes "Research on Optimizing mechanism of Farmland Transfer" as title, and its object is to research the innovation and improvement of the mechanism of farmland transfer, to stimulate and restrain the behavior of farmland transfer, and achieved the standardization transfer effect, comprehensively optimize the allocation of scarce resources such as farmland, capital, technology and human capital, and so on.Through the questionnaire investigations of 200 farmer households and 140 enterprises in 4 towns(townships) of Yangling Zone and the face-to-face conversations with the relevant departments, farmer households, and agricultural operators, the writer has carried on in-depth analysis of the present states and problems of the farmland transfer of Yangling Zone. Use the behavioral economic theory and land property right transactions theory, analyzed the economic behavior of the spontaneous farmland transfer and the collective promoted transfer of farmer household. Then analyzed the main participators'behavior of farmland transfer, so that we can improve and create the mechanism of farmland transfer from incentive and restraint mechanisms, and finally deeply study the coordination based specialization farmland management system and the financial policies of farmland transfer.The following contents have been shown in this paper.I.
