Since 1978, Chinese economy has acquired big achievement. The index of GDP has enjoyed higher growth over 9%. But we recognized that we paid too much cost at the same time. During this situation, sustainable development and recycled economy theory come into the consideration of policy makers, developed into whole-county strategy such as scientific development and harmony society .GDP, the core index in nation economy calculation, ignore the environmental cost of economy development, got suspected .EDP walk on to the stage.EDP equals GDP minus the environmental cost. So if we can calculate the environmental cost is the key to EDP calculation .In western countries, such researches have got big progress, but in our country, research in this field just begin.The national static bureau is responsible for the GDP calculation.
