Integration of urban and rural construction is the important measure of realizing of the great goal of building a new socialist rural .It is also a major strategic plan which has the scientific development concept as a guide, based on the recognition of history and the objective laws of urban and rural development. In the integration of urban and rural construction, the government's main role is to provide a high level of public goods and public services. Public products, in addition to infrastructure, include supplying system. This paper studies the process of integration of urban and rural from the supply system areas and it considers that the emergence of all kinds of contradictions in present urban and rural development arise as a result of system failures. The paper analysis the system deficiencies from three aspects of urban and rural integration and responses by the innovative system.Chapter I explained the concept of urban and rural integration and related theories. Main contents include the definition of urban and rural integration, the significance, overall response of the implementation of urban and rural integration and the relevant theories of the integration construction. Chapter II analyses the reality of the plight and system failures of urban and rural development. Our urban and roar's binary structures is obviously and a serious imbalance is in rural and urban development, mainly because of the long history of our country — the household registration system, which raises the concept and role of the system. Many contradictions in the urban and rural development is origin of the system deficiencies.
