Study On The System Reform Of Fujian Province's Scientific Research Institute

The reform of the science and technology system is a dynamic advanced process. It deepens continually with the development of the economy and the society. On the one hand we reform the barrier and the problem which exist in the current scientific and technological system and restrict the technical innovation and development. On the other hand the development of science and technology also bring forth many new problems which need to be arranged and deployed. Adjusting and reforming original science and technology system, reinforcing the ability of science and technology innovation, are the important decisions of the Central Committee of the CCP and the State Council. They are also the replies to economic and scientific globalization and the measures to strengthen the state competition.Among the science and technology institute that lie in Fujian province, there are 121 independent institutes, which belong to natural science and are municipal or superior. And 59 of them are provincial; they play an important role in the scientific undertaking and represent the strength and level of Fujian province's scientific research. This article make a separate study from the outline of the system reform, the effect during the reform, the problems existing in the reform, the measures to the reform and so on four aspects. And it make a more comprehensive analysis to the system reform of Fujian province's scientific research institute, then proposes the necessary policy measures in this foundation.
