Xiamen has been conferred several honors in some national and international city competitions and has hold several large international conference successfully with its effective urban management and beautiful appearance. How to construct and maintain a charming city, the very important factor is appraisal mechanism of Xiamen's urban appearance management and implement of the governmental control function of urban appearance management by the way of institutional and long-time appraisal, supervisal, rectification and guidance.The paper tries to analyse the creativity and sum up the conceptional innovation of appraisal mechanism of Xiamen's urban appearance management by its developing course and operation code, and then gives some basic advices of improvement direction and content of appraisal mechanism. The paper is made up of three parts:The first part explains the reason of start and developing course and institutional setting of appraisal mechanism by its historical development, then explains the operation code of appraisal mechanism and summarizes the appraisal efficiency. Finally, the conclusion of appraisal mechanism plays the key role in governmental control function in urban appearance management is summarized.The second part uses control theory, and analyses the characteristic of system design of appraisal mechanism of Xiamen's urban appearance management from the parts of the authority of evaluation standard and the reliability of performance measurement and the efficiency of deviation-rectification, further more explains that there are four aspects of conceptional innovation in appraisal mechanism for good efficiency.The third part points out the improvement direction of appraisal mechanism of Xiamen's urban appearance management and gives some advices for content of appraisal mechanism based on the above analysis.
