Grain is a kind of particular product for it has important social attribute apart from its normal ones. It is a strategic material and is indispensable for the development and political stability of one country. Due to the importance and the vulnerability of grain, every country adopts various policies to protect and support the grain industry and grain subsidy is one of the policy systems. Our country has carried out the grain subsidy policy for many years during which the policy of allowancing consumers and the system of price protection had been taken one after another. And in recent years, for enhancing the efficiency of subsidy policy in order to get to its goal better as well as be adapted to the international situation of entering the World Trade Organization to make the subsidy acceptable to its rules, our country has being reducing the proportion of indirect subsidy and hasting the speed of direct subsidy, and direct income support is of the major method.Under the current subsidy system, each area takes different modes in terms of their category, base, scale, criterion and object. The reasons are as follows: for one thing, our country has various situations with its vast territory; for another thing, each area is lack of the necessary analysis and guidance of practical experience about strengths and shortcomings of different modes, which, in turn, give rise to a series of problems during the course of implementing them. The primary purpose of this thesis is to make systematic assessment of the performance of grain subsidy policy, and then put forward feasible answers.The content of this thesis is as follows: Chapter one is the introduction part in which writing background, the comprehensive description of research relevant to the topic and the frame and methods of this thesis are included; in chapter two, systematic description of theory on grain subsidy is presented, including definition of several conceptions, the general theory about agricultural subsidy and the basis theory of grain subsidy; chapter three focuses on the history of alteration on the grain subsidy policy, and then analysis weaknesses that exist in former subsidy policy, and analysis current policy of income support, as well; the most important part is chapter four, based on abundant data, this part makes material assessment on the policy performance of grain subsidy, including the economic analysis on the effect of various kinds of subsidy policies and the performance analysis of the current subsidy policies; chapter five is devoted to the very content of grain subsidy policy of foreign countries especially the developed ones which set down their policies under the restriction of the World Trade Organization as well as the implications to us; the last chapter brings forward some suggestions.
