With the development of Sinopec and the increasing proportion of the Sulfur in petroleum, the demand of the alloy steel pipe used in Sinopec producing equipments is unceasingly increasing. But presently the supply way of the alloy steel pipe is not normal, and the short-timing sales action has greatly limited the normal supply of the alloy steel pipe of Sinopec. These effects make construction and maintaince period extend and cost greatly increase. Sinopec must use advanced and modern logistics theories and technologies,and set up distribution centre of alloy steel pipe with low transport cost, strong supply capacity and complete range of sizes. It is extremely urgent to integrate purchase with distribution.The article explores the basic theoretical models relating with the planning of the Sinopec distribution centre of alloy steel pipe and system designing. The System and function construction and distribution model are researched.In the early days of programming and constructing a distribution centre it is necessary to connect practice closely and to collect real data by multi-way. Then the distribution centre of alloy steel pipe must solve following keys:site-selection, storage amount; storage structure.In the article such methods are used as analyzing method (demand amount-center method), extending analyzing method (distance-center method) and CFLP(Capacitated Facility Location Problem) in order to quantitatively analyse and calculate the site of the distribution centre. Accordingly, the theory of Analytic Hierarchy Process has been combined with above-mathematical methods,and the comprehensive evaluation index has been calculated to finally obtain the best site-selection of the distribution centre.On the basis of investigation it is clear that the demand of each sub-corporation of Sinopec for alloy steel pipe is random. Therefore using the (s,S) random storage strategy, the demand can be predicted, and the expected amount of the random variables can be calculated. The ordering amount of various sub-corporation of Sinopec for alloy steel pipe can be determined by using average probability and weighted probability comprehensively. As a result the optimal storage amount is decided. Lastly, by means of ABC analyzing method, storage structure can be analyzed scientifically. That is, the specific storage amount of the various alloy steel pipe (different material, different outer diameter and thickness) can be decided in the total storage amount.
