Coal storage and transportation of coal distribution center is the most basic course of trade, the most important part of providing blending, transshipment warehousing, distribution and other services, south China’s coal industry is a very important long-distance transport nodes. As the market demand with a diversity of products over a single market will be eliminated, thus requiring the core competitiveness of enterprises must provide the types of coal must have a diversity to meet different needs of market players. As coal mining and coal sales bases in geographically separate locations, China’s coal industry has been relying on long-distance transport of coal to meet the market demand, so the formation of coal storage and distribution center is very necessary.This paper studies the object is the Shandong Province warm coal storage and distribution center construction project. Coal storage and distribution center construction project initial investment and construction and subsequent operation process faces many risks. First, according to the principles of project risk management operation, Shandong Province warm coal storage and transportation and distribution center construction projects carried out detailed analysis of risks arising through risk identification reveal the sources to construct suitable Shandong Province warm coal storage and distribution center construction project Evaluation of risk management model, the AHP to determine the various risk evaluation index weights, and finally through fuzzy comprehensive evaluation method to determine the project’s risk level, and according to the level of risk given the appropriate countermeasures. Results of this study in Shandong warm coal storage and distribution center construction project has played a positive assessment of the significance of the project and project supervisors senior leaders provide a complete evaluation model to help project supervisory staff and leadership keep abreast of developments in the project objective look at risk factors for the project to determine the business strategy to provide scientific decision support.
