Many cities in our country have proposed the goal of ecological city construction, but in reality they didn't unify the economical development and the environmental protection well, which result in the operation of the economic development and the environmental protection separately. Thus, accompany with the economical scale grows bigger, the environment question are much more severe. These environment problems will finally restrict further economical development, and also may result in the economical and environmental development get into the"look-in condition"malignancy.The history brings forward the difficult problem to us: while our country is still in the period of developing, the city construction requires for the improvement of the environment quality, As well as for the guarantee of high economical growth level, so whether the dual goal of economy and environment coordinated development in ecological city could be realized, and whether there's a equilibrium between the two aspects. Under the existed research background, this article use the correlation index to carry on the evaluation of the coordination condition between the economy and environment in our country synthetically, which induce the conclusion that the economy and environment is still not very coordinated in the cities of our country. With the aid of economic equilibrium theory and the phase space analysis method, this article has analyzed the equilibrium and the evolving way between the economy and environment during the city construction. By using of the economical growth theory, the author has analyzed the economical growth of city under the constraint condition of resource environment,Then carry on the economic analysis of the order-control-policy and economy-drive-policy in the city construction, and discuss their respective advantages and disadvantages. Finally this article proposes the coordinated development route between the economy and environment during the city construction.
