The economic system reform of China gropes out a never existing way from planned economy to market economy, although the process is full of problems to be solved. One of the core problems is the reform of state-owned enterprise, while the continuation and development of state-owned economy is the important content of perfecting socialism market economy system.While the dispute of different academic groups affects the reform of state-owned enterprise, it also helps making the economic development theory perfect. As researchers focus on the present economic situation, we are engaged in explaining reality, analyzing causes, speculating logic and providing solutions from different perspectives, which may lead us to different conclusions. As a developing and maturing subject, System Economics is earning the attention of academic world. It is a cross branch of systems science and economics, which gives it special features.System economics, with structure and function as its key concepts, emphasizes the inside structure and outside environment of system, and focuses on investigating and digging out system function and the effect from stratum, institutions and environment. System economics also pays high attention to the combined influence from self-organization and hetero-organization. System economics studies in the evolution of economic system from the angle of historical development, trying to find out the route and law of evolution from the locus of history.Based on the methodology of Systems Science and The basic concept of Systems Science, we build up a scientific analysis of the economic system, which is clear content, system structure and system analysis of the basic analytical framework, and then the framework of this analysis will be applied to the state-owned economic sector.
