The Research On Migrant Workers' Support Willingness For The Policy Of Transfers And Continuation

Migrant workers, as the most important part of the cities and even the whole national society, their pension insurance relations related to our economy society. For the further stable and healthy development of economy society, we must solve problems of transfer and continuation of Migrant workers'pension insurance.Firstly, the knowledge of social security theory, risk theory, and Institutional change theory are used to analyzing the present situation and problems in the transfer and continua of Migrant workers' pension insurance. I have outlined four types of transfer and continuation of Migrant workers' pension insurance. And the four types are typical of the present situation:The basic pension insurance relations of urban employees transfers and continues in other places, Urban and rural residents endowment insurance transfers into urban employees basic pension insurance relations. Urban employees basic pension insurance relations transfers into urban and rural residents endowment insurance. Urban and rural residents endowment insurance transfers and continues in other places. At the same time, I study the main problems in the transfer and continuation.Secondly, I have designed the questions based on two Interim Measures. One of them is the Interim Measures which was promulgated and implemented in 2009, named the Transfer and Continuation of the Basic Pension Insurance Relations of Urban Employees. Another one was promulgated and implemented in 2014, named the Transfer and Continuation of the Basic Pension Insurance Relations of Urban and rural residents. The reason why I do this is I want to know Wether they will support this two Interim Measures.At last, the paper analyzes rural migrant workers' support willingness for the transfers and renewal of the current endowment insurance by using binary logistic regression model. In the empirical analysis, the paper investigates 300 rural migrant workers in 10 counties in Luzhou, Ziyang, Nanchong, Sichuan Province. The research results show that all the respondents support for the transfers of endowment insurance for urban and rural residents to endowment insurance for urban workers and the trans-regional transfers and renewal of endowment insurance for urban and rural residents; and there is clear policy terms and conditions as the instruction. Thus, the study only does descriptive analysis on it. Because the respondents have different support willingness for the trans-regional transfer and renewal of endowment insurance for urban workers and the transfers of endowment insurance for urban worker into endowment insurance for urban and rural residents, therefore, the study carries on the quantitative analysis. Binary logistic regression models are respectively established with the respondents'will of the trans-regional transfers and renewal of endowment insurance for urban workers and their willingness for the transfers of endowment insurance for urban workers to endowment insurance for urban and rural residents as the explained variables; the empirical analysis is conducted. The conclusions are as follows:Firstly, the employment choices of rural migrant workers are mainly still concentrated in the traditional service industry, construction industry and manufacturing industry. The rural migrant workers at different ages have relatively greatly different industry choices and the understandings of endowment insurance. Their participation and willingness of social endowment insurance present negative correlation with their age, that is, the older they are, the more they believe social basic endowment insurance has only little function and they are more unwilling to buy it; the younger ones will buy basic endowment insurance after they begin working. The situation reflects the apparent generational differences of rural migrant workers.Secondly, whether companies perform actively in endowment insurance for rural migrant workers has very big influence. Currently, the situation that enterprises buy endowment insurance for rural migrant workers is not ideal; many private enterprises do not actively buy endowment insurance for rural migrant workers; enterprises' actions directly affect the coverage of endowment insurance for rural migrant workers and is one of the main reasons of the low coverage of endowment insurance for rural migrant workers. Besides, the troublesome transferring formalities are and noncooperation of some units, etc make rural migrant workers feel difficult to transfer and renew the endowment insurance; the survey shows that nearly 10% of the respondents choose to surrender the endowment insurance because of the complicated transferring formalities are and noncooperation of some units. In addition, rural migrant workers do not understand the related policies well, so they don't know how to maintain their right reasonably and correctly when their legal rights and interests are violated. Therefore, popularizing the correct way of maintaining the rights of rural migrant workers endowment insurance is the great measure that can be specifically implemented and very effectively solve the low coverage and high of surrender rate rural migrant workers endowment insurance.The current policy can be adjusted based on the wills of migrant workers. Results of the empirical analysis illustrate that the majority of migrant workers are willing to transfer their endowment insurance for urban workers to another region with the percentage of supporting up to 90.2%. Meanwhile,81.3% of the interviewed migrant workers are unwilling their endowment insurance for urban workers to endowment insurance for urban and rural residents. Significant impact factor for they choose are: Where they can get the pay of endowment insurance. Whether the expends years of different kinds of endowment insurance can convert each other. When there's insufficient expends years to get the pay, how can they pay the further cost. How to deal with the problems that the transferring of individual account and society account in the process of the endowment insurance' transferring.Only 13 out of the 235 interviewees believe that the current endowment insurance for urban and rural residents is able to guarantee their later life under such circumstances, all interviewees in this research support to increase the highest level of the endowment insurance for urban workers.According to the results of the research, the relevant government departments can appropriately adjust the relevant policy terms of the current transfers of endowment insurance for urban workers into endowment insurance,respect the rural migrant workers' willingness to choose free, solve the problems of transfers and renewal of rural migrant workers endowment insurance, and safeguard their rights and interests.
