Research On Innovation Of Local Government System And Economic Development In The Northeast Region

Innovation is not limited in such aspects as technology, industrial structure and enterprise forms, but more important thing is the government's innovation of idea, objectives, structure and methods. Since reforming and opening up, the southeast coastal premature recognition of this, its economy has been developing rapidly. Former "Northeast Big Brother", the situation is markedly different, economic development has been slow, and therefore the research on innovation of local government system is necessary.Ⅰ.Local government institutional innovation(Ⅰ)Institutional innovation Institutional innovation involves all aspects of political and economic life, is a very complicated process. It includes not only its own change of arrangement, also includes the corresponding changes in the institutional environment. Its main function expressed in the following three aspects : First, an effective system to make up for insufficient supply; Second, the increase in people's income; Third, it is an effective solution to low efficiency transplant system.(Ⅱ)Local government institutional innovation Local government as the central government branches, since the start of reform and opening up, has been an active proponent of innovation system. Innovation of local government system is that a new concept as a guide, the adoption of a new code of conduct, adjusting the power between the main link and creative activity for the realization of the ideals, goals and value. It includes primarily creating the responsibility of the government, new and efficient government, eliminating "market power" in the "hard power", and enhancing the government's ability to interact with various social sectors and so on.
