Coordinated Development Based On The Scenic Areas Of The Multi-stakeholder Research

The Tourism Industry of china has been developed quickly in the past 20 years, scenic and historical resources have become the bright spot in the economic and spiritual civilization in the development of national tourism, many national scenic spots play a crucial role to promote regional economic growth and culture development. However, many kinds of groups which affect tourism development or be affected by scenic tourism development gradually come out during scenic spots development's transition period. More and more social problems throughout the country continually staged. It is mainly due to uncoordinated development of the interests groups which have close relationship with scenic spots.Stakeholder theory has gained a pretty good effect on the practice of western tourist management,and it also begins to demonstrate its value in our country. The core thought of this theory is: the management of enterprise must balance each stakeholders' benefit,any enterprise could not make progress without the devotion and participation of all stakeholders, the solitary goal of enterprise should be the whole benefit but not just a individual's behalf. Stakeholder theory emphasizes that tourist site must pay attention to the demand of all stakeholders, coordinate the benefit conflict among them,bear more extensive social obligation and responsibility besides economic goal. Therefore, inspired by this idea, this paper is to make a preliminary study about coordinate development of scenic spots and achieve the goal of all interests groups coordinate development, this groups include tourists, local residents, scenic spots operators, tourism enterprises, scenic spots management agencies, local governments, scenic areas resource management department etc. The step of the paper is: putting forward questions, analysis, questions solving and a demonstration study. The first chapter makes analysis of scenic spots stakeholders. It make a definition of scenic spots stakeholders, sorting of stakeholders from the stakeholder point of view. Stakeholders can be sorted into four layer, they are belonging to one of core layer, coordinate layer, strategy layer and outlying layer according to relationship character with interests of scenic spot.
