With our financial system reform unceasing deepening, the state-owned commercial bank is facing dual competition pressure of the capital joint stock system commercial bank and the foreign capital commercial bank. One of the biggest threat then is the talents massively turnover. The W branch, as one branch of the state-owned commercial bank, is facing the same question. Rises year by year talents turnover rate, as well as the following cost increases, the resources reset, the customer drains and so on the question, seriously affects this line of development.This essay counts W branch's talents turnover rates in several years and the tendency, and the information from the face-to-face talk with employee who has left, then analyses the reason of talents turnover, such as social reason, staff own reason and the bank reason. The reason has the similar general character characteristics to other state-owned bank, also has its own characteristics.As concern as W branch, it is agency that carrying on the human resources management reform to create a good environment for it's talents. The means to reduce talents turnover be found, building promoting system, salary system, and supplying welfare fitting individual etc. Finally, the essay gets a new operational salary system for W branch, and proposes the direction and the method for staff professional management. The essay constructs a better human resources management system to reduce the talents turnover rates and improve the staff quality.
