As a breakthrough, this paper has built three types of talent troops for Northeast Power Grid Corporation and researched the modules of HRM like the competency model for managers, the growth path of core talents designing, back-up personnel training and development, talent assessment and other pay incentives. It has developed the competency model for managers, made a scientific design of the career and growth path for the three kinds of talents, discussed development systems for the core talent of decision-making category (reserve personnel), designed incentives and performance management approaches of the three types of talents scientifically for Northeast Power Grid Company. And it also has proposed ideas on the training and development of the three types of talents. The author believes that the above-mentioned concepts and methods are feasible and can effectively promote the development of the three groups of talents in the power network enterprises. Further study and exploration is also needed, such as assessment center development, back-up personnel training program and so on.
