The management function role of human resources of enterprises has already changed from the traditional personnel management function role to the strategic human resources management function role in new economic era. Emerged from the womb of and came the national holding commercial bank by the planned economic system of the long-term, the management idea of human resources is lagged behind, developed with the management level relatively low, cause whole personnel's quality to be on the low side, high-quality talents are deficient, all of these cause immediately its competitiveness to be low. To improve the lasting competitiveness of the national holding commercial bank, it must firstly improve the competition advantage of human resources and implement strategic human resource management. The problem of management of human resources of this text to national holding commercial bank has carried on the case study, aim at looking for the way and method of improving the human resources advantage in terms of strategic human resource management, thus make the national holding commercial bank establish in an unassailable position in the competitions of economic globalization, economic integration. This text has analyzed the problems existing in human resource management of the national holding commercial bank and profound reason on the basis of positive research at first, then analysed the national holding external environment condition of commercial bank and inside resource, then use the strategic human resources management theory, according to the key task characteristic of the national holding reform of commercial bank, have set up strategic human resources management mode, and then put forward the constructive idea to the national holding human resources reform and development of commercial bank from the respects, such as system reform, organizational innovation, human resources management practice , etc.. Point out finally, that the key to set up the mechanism of management of human resources met with the national holding reform and development of commercial bank, is to implement the strategic human resource management with characteristic of oneself, thus improve the lasting competitiveness, realize the organizational goal.
