Green GDP Accounting Based On Value Of Ecological Services

Traditional SNA leads to unreal increase of GDP for excluding natural capital. By establishing an indicator system with green GDP as the core to assess the value of natural resources and environment, we can protect environment from destruction and achieve the sustainable use of natural resources so as to achieve the sustainable development of economy. This article aims at the green GDP accounting on ecological level. By introducing the theories and methods of ecosystem services, we take for the value of ecosystem services as a part of green GDP. Bassed on the bygone studies and the theories of ecosystem services, we put forward a formula, that is "green GDP=traditional GDP + ecological GDP — cost of enviroment pollution", to accounting the green GDP.Ecosystem services imply the natural environmental conditions on which human life relies for existence, and their effectiveness formed and sustained by ecosystem and its ecological processes. In newly research reports, they were divided into four groups: provisioning services, regulation services, cultural services, and supporting services. To assess and valuate ecosystem services is the foundation of regional environmental reserve and development. Taking Hainan Island as an example and based on the structure and processes of natural ecosystem, this pape discussed the proper methods for regulation services assessment. The ecosystems were classified into 13 types including valley rain forest, mountainous rain forest, tropical monsoon forest, mountainous coppice forest, mountainous ever green forest, tropical coniferous forest, shrubs, plantation, timber forest, windbreak forest, mangrove, savanna, and crop land, and then, the regulation services and their economic values of Hainan Island ecosystem were assessed and evaluated by terms of water-holding, soil-conservancy, nutrient cycle, C fixation, and windbreak function.The result show us that, green GDP of Hainan Island is about 1042.80 to 1072.84 hundred million yuan, traditional GDP is 769.36 hundred million yuan, the cost of environment pollution is 10.54 hundred million yuan, ecological GDP is...
