As a new subject, Corporate Culture has been concerned just for about twenty years. The essential reason for it being highly concerned in the domain of enterprise and science is excellent Corporate Culture can makes the enterprise development active, and then takes huge profits to enterprises.Nowadays, the international competition of energy source market is becoming hotter. The petroleum enterprises are facing reform, establishing modern enterprise system and adapting to the internationalization. These must be influence the change of corporate development strategy including the traditional organization, rules and regulations system, modes of business operation and even the behavior and custom of staff. Corporate Culture is the important composing of corporate development strategy. Excellent Corporate Culture is the guarantee to the actualization of the corporate development strategy. Since XinJiang Petroleum Administrator Bureau(XPAB) had been recombined in 1999, its corporate development strategy has been changed a lot. All of these give high request to XPAB's construct of Corporate Culture. In some way, whether XPAB live and develop any more in drastic market competition depends on Corporate Culture adapting timely according to the change of corporate strategy.This paper analyzed the relation between Corporate Culture and corporate strategy, expatiate the effect of Corporate Culture to corporate strategy. Analyzed the research actuality around the world. Concluded Corporate Culture theories from the content,hiberarchy, character, function, the importance of corporate culture construction, the rules should be abide and the mistakes emerge easily when constructing corporate culture. Analyzed the current corporate culture of XPAB and pointed out the problems. According to these problems and the fact of XPAB, designed the new objects, concept system and operational system, constitute the mode of XPAB corporate culture construction. And then, Pointed out the material constructive contents measures and steps. Finally, designed the evaluation system for construction effect.
