Entering the 21st century ,with the improvement of the market economic system and the acceleration of the process of economic globalization, China′s corporations face many challenges. The competitive situation is very grim, corporations need to build the corporation culture which adapt to the growth and development and a breakthrough of management. As the"fortune"magazine said: without a strong corporate culture and without an excellent corporate value and entrepreneurship, the most sophisticated business strategy can not succeed.The paper is based upon the HeXie Management theory, especially the"HeXie"concept and the harmonious of system. Part 3 and 4 are the emphases of this paper. The tow parts introduce the content about the design and construction of corporate culture system, and the measuring of the construction result. About how to build the harmonious corporate culture system, this paper gives the ideas as follows: first, unify understanding and establish core values, then the leader should play an active role in practicing corporate culture; second, create a harmonious culture atmosphere in enterprises, implement democratic participated management mechanisms and training for all employees, make the corporate culture construction deep and comprehensive; finally assess the corporate culture ,make a system to promote and control the construction of harmony corporate cultural. These methods are based on the"He principles"and the"Xie principles".When completing the corporate culture construction, we need to evaluate the result. In the paper, we introduce a evaluation tool called"Hexie degree". Through the creation of indices, we use the mathematical method to calculate the Hexie degree of the corporate culture system. Among them, the selection of indices and the calculation of Hexie degree is the key of this part, this is also the innovation of this paper. The selection of indices is on the basis of the following: first, the theoretical achievements about the evaluation on corporate culture home and broad; second; the dimensions of Hexie degree evaluation in the Hexie Management; third, the connotation of"Hexie"and"harmonious corporate culture". About how to weight the indices, we use the AHP (analytic hierarchy process) and Delphi technique method. About the computational formula of Hexie degree, we use the corporate culture scaling and statistics method for reference.In part 5 of this paper, we use a demonstration of China Mobile Group Hebei Co. Led. Shijiazhuang Branch research to testify the evaluation method of corporate culture construction this paper has advanced is scientific and feasible. In the study, we used questionnaire survey, field visits and interviews methods.The conclusion of this paper gives the research findings, the deficiency of this research and put forward the direction of future research efforts.
