With the development of knowledge economy, it is necessary for IT enterprises to realize the importance of human resource management to achieve technology innovation performance and become competitive in market. Therefore, it is critical for Chinese IT firms to have deep insight into the keystone of human resource management, and develop the best suited managing system.The study on human resource index is a pop subject in the international academia. In China, the study approaches on human resource index are still short of local characters, the depth and extent of the study seem to be limited. It was based on a broadly review of relevant literatures and experts consultation, this paper developed a local questionnaire. Chinese IT employee was selected as the object of this study. After a pretest was taken, with the help of Software SPSS 11.5, the item analysis and the exploratory factor analysis was taken to modify the questionnaire. Then, after the examination of Cronbach a coefficient, a formal questionnaire was accomplishment. The formal questionnaire concluded seven conceptual scales, sum to 33 items. 432 IT employees answered the formal questionnaire. Through data analysis with the help of LISREL 8.3, the formal questionnaire was proved with good reliability and validity. The result of study shows:1. IT enterprises' human resource index inherent structure including: communication and cooperation, reward system, participate in management, quality of management, relationship orientation, encourage innovation, career development;2. Through analysis of variance of the variable to sex, position, education, owned and scale of the enterprise they are working for, using ANOVA, and find: every antecedent variable had some significant effects on human resource index.In the end, further research plans are made considering the weakness of this paper, and the meaning of the study is illustrated. Hoping future research will investigate these.
