| Development of multiple ownership systems together with public ownership as main body is a basic economic system in the early stage of China's socialism. Great development of non-public ownership forestry plays an important role in pushing forward strategic adjustment of forestry economy, better meeting the demand of socioeconomic development for ecologic environment and forest products, and achieving sustainable forestry development. Currently, there are many favorable conditions for China's non-public forestry development. The implementation of six key forestry programs, and strategic adjustment of economic structure in vast rural area and forest areas have provided a new op- portunity and wider space for the non-public forestry development. In the recent years, non-public ownership forestry in Shaanxi Province experienced robust development and shows an irresistible trend, and also gained some good experience and practice in its development. However, due to the late start of Shaanxi's non-forestry ownership, it does not form a sound system, and there still exist many problems in its actual practice of taxation, credit, infra structure construction, forest logging management, property protection, etc. in comparison with those of the developed countries and China's provinces where non-public ownership forestry started early and developed faster. Based on the results of relevant studies both in China and in other countries, and in accordance with modern forestry theory, socialist market economy theory, forestry property system theory, etc., this paper summarized the experience of non-public ownership forestry development in Shaanxi Province, and analyzed its existing problems and impacts through review and summary of background, historical evolution and current situation of non-public ownership development, and by means of comprehensive analysis and inductive inference. The paper also proposed corresponding countermeasures and made recommendations by learning and referring to the experience of non-public ownership forestry development in the developed countries.This paper consists of 8 chapters.Chapter 1 Introduction .This chapter provides background and explains necessity for the selection of the paper topic, and defines the scope of research. Chapter 2 Connotation and Background of Non-public Ownership Forestry .This chapter explains the connotation of non-public ownership forestry, background of its development in China, its theoretical and legal base. It also introduces the research purpose and its importance, and conceptual approach and methodology for study as well.Chapter 3 Current Situation of Non-public Ownership Forestry Development in Shaanxi Province.This chapter describes the history and current situation of non-public ownership forestry development in Shaanxi Province, major types of afforestation by non-public ownership, and also sates the importance of developing non-public ownership forestry and what kind of measures should be taken.Chapter 4 Major Existing Problems in the Non-public Ownership Forestry Development in Shaanxi Province .This chapter describes the major problems and the limiting factors of the non-public ownership forestry in Shaanxi Province from the view of both their external environment and self-development limitation.Chapter 5 Case Studies.This chapter uses the case of Shi Guangyin, the big-household of non-public ownership afforestation as an example, and describes the basic situation of Shi Guangyin's combating desertification company and existing problems.Chapter 6 Experience of Private Ownership Forestry Development from other counties .This chapter introduces the experience of private forest development in the countries with well developed private forests, such as USA, Japan, Sweden, Germany, Finland, and states that in the countries which have better private forest development in the world, the effective measures they took for the private forest development are reflected in the field of both protection through law and government's supporting policy. Chapter 7 Countermeasures to Solve the Existing Problems in the Non-public Ownership Forestry Development in Shaanix Province.This chapter proposes the countermeasures for solving the existing problems in the non-public ownership forestry development from both optimizing external environment and strengthening the self-development capacity of non-public ownership forestry.Chapter 8 Conclusion and Recommendations.This chapter summarizes the results of the study and proposes to issue the supporting and practical policy by the forestry administration to further promoting the non-public ownership forestry development in Shaanxi Province. |
