Positive Research To Make Pension System Of Land-lost Peasants Perfect

On the process of urbanization, peasants are in a disadvantageous position on the game with the government and land-requisition enterprises for public use or non-public use, and they lost many interests, such as economic, political and cultural interests. And they become a special group so-called Land-lost peasants .As a producer of public goods, the government has the duty to provide pension system for land-lost peasants and make them not to lose social benefits because of losing land .The reasons why the peasants lost their land and the necessities to establish the social security system for them from the view of economic, political and cultural interests are analyzed in this paper. The experiences and practices of developed country on building peasants' pension system are also investigated. Then the present situation of pension system in different area in china are shown, and some developing trends of land-lost pension system are outlined. In order to find the problems about integrating the pension system from city to countryside, the questionnaire with 300 samples are distributed and calculated. Their payment ability and security awareness are shown in this paper. Moreover, the problems to manage their pension funds and to connect their pension account with urban worker are mentioned. The solutions to above problems such as establishing laws and guide to protect the land-lost peasants, ways to invest the funds into capital markets are discussed.
