The Policy Orientation About The Government Guarantee The Security Of Grain In Long Time

The basic concept of grain security is that everyone can acquire enough and safe grain of nutrition to satisfy his or her active and health life demand at all time.In China, the security of grain can be solved by market and resorts in short term. But, it is very difficult to government guarantee the security of grain in middle and long time.The grain's security is the state's security, and is the society safe. It is a important problem of the risks surrounding grain to the government in different times in different countries. Grain is a sort of public products on safe goal. It is weak production because long-run producting, large invest and poor profit. Moreover, the current situations in our country are very serious, for example, the special in consistency of the population growth and the reducing land, the shortage resources of water and soil, lots of natural harm, lacking sufficient market management mechanisms and lagged policy adjusting, and so on. The grain supplies instability and the grain demand rigidity forms the contradiction. Government shall share responsibility to solve the problem of grain and guarantee the security of it.In my paper, I give some policy orientations to our government to be thank about. The thesis can be divided into five parts as follows.The first part of the problem is that the specific foreign origin of the food content of food security and food security issues.The second part is from the perspective of food policy. Construction made food security system to counter the risk of long-term security.Part IV of food policy innovation, the development in China's grain policy, with a view to ensuring the long-term stability of China's food security.At last, It is surveyed that my country-level city cases, I discussed my opinionand gave some suggestions to the local government to guarantee the security of grain in middle and long time.
