Research On Wuxi Grain Security Problems And Strategies

Bread is the staff of life,and grain comes first.Since ancient time,grain security has always been the priority in managing the state affairs.Only the adequate of the food can ensure the peaceful of the society.Over the long history,it is common to see famine cause the national turmoil,even the war.Since the 21 st century,the development of technology has promoted the progress of production,because of that,the grain production also has been significantly increased.However,the supply and demand of world grain production are not balanced.For our country,along with the increase of population and fast development of industrial and urbanization,the security of our national grain is in a very tough situation.Since 2004,the central government has continuously introduced 12 no.1 documents in regards to the problems about agricultural,rural areas and farmers.And it is the first that the 2014 central no.1 document kept the focus on the grain security problem,and also point out we need to perfect national grain security system and fasten the process of building national security strategy under the new situation.Keep the security of grain under national's control is the basic principle for managing the country.In 2016,the regular population of Wuxi reaches to 6.5 million,annual grain production capacity is only 590 thousand tons while the total consumption of grain is 2.06 million tons,the gap of grain production and marketing reach to 1.47 million tons,which means the self-sufficient rate is less than 30%.Wuxi used to be famous as a land flowing with milk and honey,now it generally changes from the grain production district to grain marketing district.With the decrease of production and the increase in demand,the grain security situation of Wuxi is very grim and the task to solve this issue is very arduous.This article's study will focus on Wuxi grain security,mainly analyze the current grain security situation in Wuxi by in-depth researching on the supply and demand of grain.Based on the analyzation,the article raises three factors that affect Wuxi grain security at the current stage.The first factor is the yearly general decreasing cultivated land and insufficient production capacity.The second factor is the insufficient leading industry guidance and aging infrastructure.The third factor is the rapid increasing of population and the difficulty in guaranteeing the grain supply.These three factors directly influence Wuxi grain security.This article fully analyzes the causes of above problems.By referring advanced experience in China and abroad,studying relevant theories about gain security and combining the local situation of Wuxi current situation,this article proposes to create comprehensive grain security systems to protect Wuxi grain security.The system's construction including building comprehensive grain production system,grain infrastructure system,grain security supply system,grain industry development system,local grain regulation system and grain security early warning system.Grain security is extremely important to ensure the regional economic development and social stability.Without grain security,all the development and stability are just theory.As a typical gain marketing district,there is a serious imbalance between the supply and demand in Wuxi.By studying and discussing the grain security of Wuxi,It is of great significance to promote the transformation and upgrading of grain circulation in Wuxi,to establish a high-level regional food security system,and also to provide some reference for the regional grain security of grain sales district.Hope this article's study could provide a reference to perfect regional grain security problems,to ensure the grain security problem wouldn't become a burden to economic development and to ensure people would have secure and sufficient food.
