Quality Management System In Public Utility Based On ISO9001:2000 Standard

Based on investigation, this thesis provides an analysis and research of public utility's background, present situation, then put forward a solution for meeting external pressure and interior contradiction, thus determining the research target and technical route. This thesis also give an introduct of the rational in building public utility's quality management system. The key point focus on the analysis of the characteristic and process method mode in ISO9001:2000 standard.This thesis takes a detail analysis in the process of building quality management system on public utility, including the target of building quality management system, system characteristic, work preparatory, system scheme, file presentation, operation and authentication. The process of system scheme is as the focal point to discuss in detail. In the case study, following the characteristic of supplying heating and its product in the district supply heating company, the thesis established organizational division and duty assignment. According to the process method and the quality principles of ISO9001:2000 standard, the thesis built the quality management system, described the main content of quality management system in the district supply heating company. Though the strict quality control on the factor and process in quality management system, the effectiveness and efficiency were brought about, the quality policy and quality target were ensured. Thus the Customer and other relation will be satisfied.The last part of the thesis puts forward: Although the ISO9001:2000 standard have the capacity for providing qualified product, it is not enough to depend on this standard in interior quality management on public utility. The final target of quality management system is to pursue outstanding."a management approach to achieve succeed in a long period of time". thus in public utility , based on perfecting the update quality management system, the quality management must be continue to expand and deepen.
