Research On Management System Of Coordination In The Multi-Project & Geographically Dispersed Program

With the development of social economy and enlarged investment on infrastructure, engineering projects are becoming large, complex and geographically dispersed, which are difficult for the only one project manager to be totally responsible for the project's cost, time and quality management. Therefore, one project has to be divided into several subprojects. When using traditional project management methods to the Multi-Project & Geographically Dispersed Program (MP&GDP), new problems, such as increased rework and claims, emerged. Former research focused on the improvement of controlling technology or partially optimization usually, not on essential and systematic issues.Management is coordination, which is crucial to the success of the project. With new international changes in project management as the study background, the paper introduces complexity theory to the coordination management of large engineering project and attempts to establish the theory and method system for MP&GDP coordination management, as well as a practical demonstration analysis of the proposed theory.First, the paper analyzes the characteristics of MP&GDP and basic issues of coordination management. Secondly, it addresses on the problem of multi-disciplinary coordination and proposes the way to tackle the problem. Then, the paper finds the principle of organization structure coordination, by using some viewpoints and methods of economics to analyze the coordination of organization structure, and presents a new organization model with the analysis of organizational structure, theory of modern enterprise organization and the characteristics of MP&GDP. Also, information communication in MP&GDP is not so orderly. So the paper proposes Internet Project Information Communication System (PICS) and its concept and technology framework in MP&GDP. Finally, the paper introduces Material Requirement Plan(MRP)to the resource management of engineering project, which sets task requirement plan and control the resources of MP&GDP.With new characteristics of coordination management, the paper stresses on the organization structure adjustment and system operation and innovation mechanism of MP&GDP. The management dimension will be enhanced, as well as the improved system initiative, intelligence and efficiency.
