This article first introduces the essential meaning and necessity of studying in the field of regional sustainable development evaluating and forecasting. Then, it shows the present studies of the sustainable development evaluating and forecasting system, including trends of domestic and international researches, and the shortages within the current research results. The main point of this paper is establishing a new system according to the under-resolving problems. It is quite different from present research by building initial indexes system first, and then using both the quantitative and qualitative methods to set up the final sustainable development evaluating and forecasting system. And this is done according to certain principles and following certain procedures. It is using the principal component analysis and the professional marking method to set the weight of the indexes. Later on, together with the indexes calculating from the ecological footprint method, the new forecasting system is built. Based on the research of regional sustainable development evaluation and forecasting, the new model is used to study the recent sustainable situation of Shandong systematically. Finally, the concepts of recycle economy,no-waste society and ecological province are introduced into this paper, and some useful suggestions are made towards Shandong's sustainable development plan. The conclusion of this article improves the methods in relevant field nowadays, and at the same time it owns certain introductive function to the system in province area. As a result, it indeed supplies some supervising and leading suggestions for the local government to raise their management concept in the sustainable development field.
