The Design Of Check Indexes System And Comprehensive Analysis Of Technological Progress Data Of County In China

With the change of environment in the world, our government adjusts the development strategy of country to improve the innovative capability of High-Tech. It is necessary to emphasize the function of government in science and technology progress, to increase greatly the science and technology progress. In that condition, how to do effectively the check on the science and technology progress of county in China in order to promote the development through check should be studied thoroughly. The thesis studies the design of check indexes system and the method of checking on the science and technology progress of county. The data collected in the second check on the science and technology progress of city, county and district using the indexes is analyzed systematically.Firstly, we discussed the status, role, guiding ideology and purpose of the science and technology work, and the basic responsibility and work task of management department of technological administration. Based on that, the purpose, object and content of technological progress check of city, county and district are discussed. Secondly, based on the commonly principle and particular principle of the design of technological progress check, the framework of check indexes of technological progress of city, county and district is put forward, each index and its weight is defined, and the process of check and the method of scoring are also discussed. Finally, comprehensive analysis of technological progress data is done, including analysis of state of technological progress of city, county and district, and the influence on economy and society by technological progress, that is, the analysis of correlation between technological progress and the progress of economy and society.The thesis is based on the project of"Study on the Monitor Method of the Technological Progress of City, County and District of China and its Application"(2003EP010001) for the Ministry of Science and Technology. The indexes system and the method of checking have been adopted by the Ministry of Science and Technology in the check process in 2003. The result of data analysis has formed the"Analysis Report of the State of Science & Technology Progress of City, County and District in China in 2001-2002".
