Research On The Technological Innovative Strategy And Policy Selection Of The Small And Medium Private Technological Enterprise

After the fast development of over twenty years, the small and medium technological enterprises have boost up. Now they have been an important role in improving the advancement of Chinese economy, developing the high and new technology industry, providing jobs. In order to make the development of the small and medium technological enterprises fast and make them effectively works, on one hand, in the new situation it is necessary to do the research on how the enterprises make appropriate innovative strategy of technology. On the other hand, it is essential to research on how the government builds the environment for the fast development of the small and medium technological enterprises. The innovative strategy of the small and medium technological enterprise and the policy for improving the development of the small and medium technological enterprise are in research in the paper, combined with the national soft science research project "the development strategy and policy selection of the small and medium technological enterprise"(2003DG00019)At first, the meaning of the small and medium technological enterprise is defined and is compared with private enterprise, high and new technological enterprise, and so on. The development history of A small and medium technological enterprise is stated and the characteristic of the small and medium technological enterprise is analyzed. Then, the role of the small and medium technological enterprise in the system of technological innovation is in research. The condition of how the enterprise becomes the main body in technologic innovation is discussed. Through comparison, the limit of FDI in improving the ability of technologic innovation is stated. There are some obstructions of state-owned enterprises in advancing the ability of technologic innovation. The small and medium technological enterprise should be an important role in improving the domestic ability of technologic innovation for they have some advantage in it. Then, based on the introduction of the type and way of selection of the strategy of enterprise technologic innovation, the strategy of enterprise technologic innovation of the small and medium technological enterprise is discussed through theoretic analysis and case study. At last, from the point of creating the better environment for the small and medium technological enterprise and improving the innovative ability of small and medium technological enterprise, the shortage of the system of advancing the small and medium enterprises and the small and medium technological enterprise are discussed through the comparison of domestic policy and aboard. And the relevant suggestions are brought forward.
