The Research On Technological Innovation System Mode Of Small And Medium Enterprise Cluster Based On Modulation

There are a lot of small and medium enterprise clusters growing rapidly on the southeast coast of China since the 1990s,which has become a strong power of promoting the local economy.However,in 2008,a great many of small and medium enterprises in the cluster collapsed in the finance crisis,so the subject how to improve the core competition of the small and medium enterprise clusters is becoming a hot topic.The technological innovation is the source of small and medium enterprise clusters'core competition and the momentum of lasting developing,so the small and medium enterprise clusters must do technological innovation to resist the crisis. But the contemporary mode of technological innovation is not suitable for the developing of the small and medium cluster nowadays,hindering the effective of technological innovation.Based on the backgroud, The paper demostrated a innovation mode called the Technological Innovation System Mode of Small and Medium Enterprise Clusters Based on Modulation, hoping to solve the problems about technological innovation of small and medium enterprises clusters in china.Firstly, This paper discusses the current study about technological innovation mode, modular theory and the the Regional Innovation System theory.Then the paper demostrates that technological innovation takes an important stratigical role for the small and medium enterprise clusters to improve the competition,interpreting the relationship between the modulation and technological innovation system of the small and medium enterprise clusters.Then the paper builds Technological Innovation System Mode of Small and Medium Enterprise Clusters Based on Modulation. On this, we analysises the model`s structure, characters and operational mechanism,making a general mode about modulation innovation system. At the end of this paper, we research the technological innovation mode of Zhejiang enterprise clusters nowaday compared with the modulation innovation system model of Italian cluster,demostrating the modulation system model's efforts.Through analysising the defects of the innovation mode of Zhejiang province, the paper makes some measures and policy suggestions to build the modulation technological innovation system mode of the small and medium enterprise clusters.
