Study On The Problems With The Policy Environment Of Technological Innovation For Small And Medium-sized Enterprises In Xi'an

It is an international project for the study of driving the technological innovation and development of small-and-middle-sized enterprises in such a great time of globalization, , knowledge orientation, market freedom. No matter it is in a developing or developed country, such enterprises possess an important position as a whole, and they are the core for the stability of national economy. At present, there are 42 million such enterprises in China that account for 99.6% of the total number of Chinese enterprises, whose employees account for 75% of the total urban working population, whose export value accounts for 68% of the total, whose tax payment accounts for 48% of the total. Moreover, such enterprises also have strategic significance in regional economy development in the country.Xi'an is the biggest central city in mid-western China, enjoying competitive science and technology advantage, its comprehensive science and technology strength ranks the third place in China. However, Xi'an relatively lags its economy development to other cities. For the purpose to change such an awkward situation, it is a necessary path for Xi'an to sufficiently make use of various sources to drive technological innovation of local small-and-middle-sized enterprises and attach much attention to their growth. Generally, small-and-middle-sized enterprises in Xi'an brings about some achievements such as the high-tech industrialization, the economic structure optimization, the effective disposition of production factors, the boost of the integral economic competition strength of Xi'an, producing many jobs and attracting many work forces.Innovation is the soul of a nation and the life of small-and-middle-sized enterprises. How to impel the technological innovation and development of such enterprises in Xi'an is not the matter of an enterprise itself but also the responsibility of the government. Above all, the government is necessary to provide sound policy environment for the enterprises. Currently, there is some problems with the technological innovation environment for the small-and-middle-sized enterprises in Xi'an, such as government's less concerns to such enterprises, the absence of specific official department to support their technological innovation, and absence of perfect policy system for the technological innovation and so on. The solution to those problems as follows: firstly, it is important for government to renew its administration idea, the government should be not only aware of the significance of the technological innovation of small-and-middle-sized enterprises, but also understand its responsibility in impelling the innovation; secondly, the government should construction a sound legal environment for the innovation, especially in intellectual property rights protection and risk investment security etc.; thirdly, the government, on the basis of implementing the policy of central government, should consider the specific condition of Xi'an region, combine the specialties of such enterprises and actual difficulties and problems in the process of their innovation, have reference to the experience of other countries or regions, grant more tax favor to the enterprises, resolve their capital difficulty from multiple channels, optimize sources disposition, provide specifically feasible policy and measure on fund, technology, talent, informationization and so on, exert the dominant function as government, construct perfect innovation system for the enterprises, so as to drive innovation by sound policy environment, to accelerate the development of the enterprises thorough innovation, and engine the economic and social progression of Xi'an with the development of the enterprises.
