Since the end of 1980's, the main Multinational Tobacco Groups (MTG) of the world, such as Philip Morris Inc., British American Tobacco Group, started to develop their business in China. Till the middle of 1990's, these tobacco groups have set up representative offices and affiliates in China.The business of the multinational tobacco groups are under the monitor and authority of the State Tobacco Monopoly Administration (STMA) of China, their submissions of import volume are confirmed and approved semi-annually. China National Tobacco Import and Export Company (CNTIEC) is in charge of the import and allocation business for all imported tobacco products meanwhile all the products must be distribute to retailers within the Sales Network of China National Tobacco Company (CNTC). The total sales of imported cigarette in 2004 are 2.7 bio. Sticks, share the percentage of 0.17% in the cigarette sales universe of China.China is the biggest unit of tobacco production and sales in the world, the one third of tobacco products are consumed in China annually. Great market potentiality attracts the world's leading tobacco groups to establish their new business in China and combine China into the global competition strategies.
