With the coming of knowledge-based economy era, human resource has become a key to enterprises acquire the competition advantages. Nowadays, technical staff has played more and more important in enterprises, and they are the main force in the technique creation. At the same time, the percentage of technical staff in the enterprises has increased by a large degree. Some enterprises have paid a lot of attention on how to enhance the technical staff's skills and exploit the potential by training. At present, most enterprises are training the technical staff by the traditional ways which has little difference with training other staff, but there are some problems in the training, such as inconsistency with the students' demand, the students' low enthusiasm, etc. These problems are difficult for the training managers.Dual Career Paths is the research result of Career Paths which is a field in the career development theory. It's designed for technical staff, includes managerial career path and technical career path, and includes the Position Level and the Professional Qualification Certificate System design. It aims to provide broad development space and systemic development plan. Basing on Dual Career Paths to design training management modes is suitable for the technical staff's career development demand and the training aim of the enterprise, and it's a good way to solve the problems in the traditional training modes and promote management level.Firstly, the paper reviews domestic and external research on the training and the Dual Career Paths. It summarizes the related main view point and the tendency. Secondly, it theoretically analyzes the basic content of training and technical staff's Dual Career Paths, syncretizes the factor of Dual Career Paths into the training management, and bring forward the main structure of technical staff training management basing on the Dual Career Paths including training demand analysis, training course development, implement and evaluation. Thirdly, it researches in the three parts of training management, and brings forward the analysis way, research models and the implement strategy basing the Dual Career Paths. Finally, it analyzesthe actual instance of BAL in the technical staff training management basing the Dual Career Paths, and show that the research result in this article has some scientific and applied values.The innovation of this Paper lies in basing on the technical staff's Dual Career Paths to bring forward different training demand analysis modes in the beginning, middle and the end of the career paths, and the new training evaluation model and implement strategy which are different from the traditional modes.
