Influence Analysis Of The Clean Development Mechanism To Sustainable Development In China

With the advance of modern science and technology, the expansion of production scale and the population growth, the influence of human production and living on the environment are more and more serious, environment questions, such as sand storm, acid rain, desertification, multiple sharp declines , present the global characteristic day by day .In multitudinous . global environmental problems, more and more countries are influenced by the global warming, which has been a hot topic faced by the international society together.Global warming can cause the extreme climate event to increase, the snow and ice melts, the sea level rise, the grain underproduction, large quantities of species exterminates and so on, which not only can affect the sustainable development of the global social economy, but also can menace the human living.The rise concentration of greenhouse gas caused by the emission of the industrial production in the atmosphere, for the most part, resulted in the global warming primary. The related countries, specially developed countries impel the multi-country cooperation mechanism to reduce the greenhouse gas emissions positively. In 1992 the United Nations Conference on Environment and Development on Rio signed the United Nations Framework Convention on Climate Change, which was the first international convention, aiming to control the emission of CO₂ and other heat-trapping gases and tackle the negative influences of global warming onto economy and society. The enactment of the Kyoto Protocol with a target for reducing the emission of greenhouse gases has taken effect on February 16, 2005.The clean development mechanism is one of three mechanisms in the enactment of the Kyoto Protocol, which is the only effective mechanism to avoid global warming by the cooperation between developed countries and developing nations. On the one hand ,the developed country obtains all or part of emission reductions produced by the project in the developing nation with the fund and technical provided by the developed country, took its fulfillment reduces a row of voluntary the constituent, achieves emission goal by the low cost, and enlarges the step to prevent from global warming. On the other hand, the developing nation may obtain the fund and advanced technology, and promote the sustainable development. In this sense, the Clean Development Mechanism may be considered as "win-win" mechanism.Since the clean development mechanism was implemented in our country, it has brought the remarkable combined earnings to our country. Until December 31, 2006, the member of the project was 255 validated by the Development & Reform of PRC, the average annual reductions were 101,559,640 tons, which economic efficiencies for the country and the enterprise every year might approximately be 820 million US dollars according to 8＄/tCO2e if these projects were registered completely in United Nations successfully, 34 projects registered in the EB, 8 project obtained Reductions in EB.This paper takes the clean development mechanism as a core. It is mainly to do research about correlation theories on the clean development mechanism, to introduce the background and the characteristic of the clean development mechanism, to discuss the present situation of implement the clean development mechanism in our country, especially about movement system, project progress condition and existence question. At the same time, this paper takes three projects registered successfully in EB as example to analyze the influence of the clean development mechanism project on our country sustainable development, Facilitating Reforestation for Guangxi Watershed Management in Pearl River Basin, Rudong County Wind Farm Project-China, HFC23 Decomposition Project of Zhejiang Juhua Co., Ltd, P. R. China and so on.Although our country got some results on the clean development mechanism, it was not enough to use CDM compared with our country's actual potential. Some questions restrict our country further to expand the clean development mechanism ability, its popularization insufficiency, short of talented person, the chaotic agency system, the existence of multi-dimensional risk and so on.In order to consummate the management operational mechanism, enhance the combined earnings of projects and promote the sustainable development ability, our country should strengthen the use of the clean development mechanism as follow:First, we should consummate the related policy and the laws& regulations about the clean development mechanism, clear about the right and duty of project partners, and strengthen the agency management. For instance, the present legal laws and regulations quite are also general to the facilitating agency management, the facilitating agency does not have the profession standard admittance threshold, finally causes the facilitating agency the horizontal level not to be uneven, the project owner difficulty with distinguishes has the strength facilitating agency.Second, we should be effective in controlling the risk of the clean development mechanism project. The government should guide the advantageous to the sustainable development project and small project development. We should enhance the financing ability of the clean development mechanism.The last, we should strengthen the depth and breadth of the propaganda, set up the research project and the correlation topic in the related universities and organizations, enhance scientific research, develop methodology in view of actual project and expand the raise of correlation talented persons.
