Research On Trade And International Labor Standards In WTO System

With the development of economic globalization and trade Liberalism, the problems among international trade and international labor standards becomes one focus in the field of international trade. Academia gradually pays more attention on the mutual influence between the Labor standards and international trade, Supporters and opponents conducted a fierce debate over such issues as trade fairness, laborer dumping and national sovereignty, etc.. The essence of the debate is a political and economic gaming between the developed nations' adjusting their industries and the developing countries' accumulating capital and striving to keep a comparative advantage. It foresees an unchangeable trend where ILS are to be related to international trade. And, there are some provisions related to labor standards within the WTO framework, With the development of economic globalization and integration, World Trade Organization has played an increasingly important role in global economic activity, From the perspective of the world economy and the advantages of WTO itself, labor standards will be into the WTO framework is an inevitable trend .While ILO is the main institutions to solve the issue of labor standards, It is not mandatory, and doesn't have the right to enforce its members to adopt coercive measures. Facing the new tendency and request, WTO, as the biggest multilateral trade organization in the world, begin to pay close attention to the study of trade and labor standards issue. WTO hope to look for the best balance way to coordinate trade and labor standards relation in the multinational trade system. Under this foundation, the author made Theory and practice connected, form a realistic results , and suggest the part which must be put into WTO frame on this stage, then discuss the possible content of the problem.On this problem China should not only discuss passively whether we should accept the standards, but also should participate in the standards constituting. On one hand, we should cooperate with the developed countries in order to obtain more advanced technology and favorable trade arrangements. On the other hand, we also cooperate more closely with developing countries and strive for new labor standards that will benefit developing countries. At the same time, China should develop the domestic economy actively, improving labor productivity, and promote the continuous improvement of the overall level of benefits, try to improve the labor environment, improving domestic labor standards. The Chinese enterprises must change trade ideas, consciously improve labor relations, and facilitate and expedite the construction of a harmonious society in China .
