With the rapid development of economy in our country, enormous changes have happened in enterprises about their operating ways. Project management becomes a routing way in business management. Quantity of project, amount of investment, source of capital, mode of financing and the management complexity are increasing. How to manage project scientificly is a large challenge for the people who are studying on the project management theory or actual workers.This paper is researching on the hot problem about the integrating optimization of the progress, the cost and the quality in the engineering project management. By analyzing, it has found that there are few literatures with making the three essential factors as subject to variation. Most of the papers are making one or two of the three essential factors as subject to variation. But, it was more useful in actual with making the three essential factors as subject to variation. This paper has classified the optimizing models into two sorts in the precondition of analyzing the correlations mechanism of the three essential factors and thinking the three factors as subject to variation. The two sorts of models are the single-plan optimizing model and the multiple-plan optimizing model. It was choosen the multiple-plan optimizing model as major problem to study in this paper.This paper has taken methods of multiple attribute decision into the area of project administration. Multiple attribute decision is one of important constitute in modern decision science. In essence, the multiple attribute decision is using some information, which has been already taken, according definite methods to choose the best plan in a series of project. In final, the decision can get one best-satisfied plan and several other plans for choosingThis paper selects appropriate methods of the multiple attribute decision to build modles. First model is the three essential factors optimizing model in the precondition of the Max Disparity and the Composing Weigh Geometry Average (CWGA) factors. Second is the three essential factors optimizing model in the precondition of the Possibility. Besides, among the two models, the first has maken an enjoyable composing between the Max Disparity and the CWGA, which is an improvement using for the multiple attribute decision.In addition, the paper has got an agreeable achievement by taking the two models of the above into an actual engineering project for imitating and verifying.Building the two integrating optimizing models is a new researching in the area of engineering project management, which has expanded a new access for studying on the integrating optimizing in the three essential factors and had important values for project management theory developing and practicing.
