Being faced with the fierce competitive market and uncertain situation, companies have to focus all their resources on developing the core competence to win the game. As we all know, human resource management is an essential function with high operational cost and repetition, so outsourcing some work of human resource management is an effective and meaningful way to improve economic performance and competence.The definition of "outsourcing" as well as the establishment of human resource management outsourcing theory is on the base of core competence theory. And the introduction of some new institutional economics theories such as transactional cost provides a relatively integrated research frame. These theories also enrich the theoretical foundations of the model in this paper on influence factors of HR outsourcing degree.In the view of this paper, outsourcing-or-not decision can not describe all the cases an organization may take, so to research on outsourcing degree instead of outsourcing-or-not decision has more practical meaning. It is an empirical research based on the data which are collected from a questionnaire survey in the HR managers and employees.The structure of this paper is theory-model-empirical analysis. The HRM Outsourcing Influence Factors Model is set up on the base of transactional cost theory, core competence theory and the results of some researches on outsourcing degree. Several regression analysis means are used to verify the hypothesis of the model.The contents of this research are as follows.Chapter 1-Introduction: Introduce research background, significance, structure, innovation point and measures.Chapter 2-Literature reviews of HRM outsourcing related researches: mainly introduce and analyze relevant literatures of domestic and foreign specialists and scholars, including transactional cost theory, core competence theory and researches on outsourcing degree.Chapter 3-Hypothesis and model: Put forward the HRM Outsourcing Influence Factors Model and raises the hypothesis, which is on the base of literature review. Carry out the definitions of the variables. Chapter 4-Methodology and sample description: Introduce the questionnaire and then test the reliability and validity of the data. Apply regression analysis method to verify the hypothesis.Chapter 5-Conclusion and further research direction: Concludes the research and carries out some suggestions for the further researches.The regression results prove that leaders attitude toward the HRM outsourcing influence the decision greatly. In the respective of the outsourcing decision of a certain human resource management function, the companies attach the importance on its strategic status and asset specificity.Human resource management outsourcing is a complicated and systematic problem which deserves a long-term and further research.
