1990, it was the first time when the word "outsourcing" appeared in a paper named "The Core competence of the Corporation" by Gary Hamel and C.K. Prahaoad. Accompany with the rapid development of Knowledge-driven economics and social division of labor, the practice of outsourcing becomes more and more popular. Human resource management outsourcing is also playing an important role in cost deduction, strengthening the core competence of the enterprise, and realizing a professional human resource management. On the other hand, along with the economic development of China, more and more domestic companies turn into multinational enterprises. The particularity and complexity of international human resource management become the new challenge for human resource managers.This paper chooses the joint of the new questions we mentioned above. It studies the human resource management outsourcing of international assignee from economic point of view. The theory of transaction cost, game theory and the principal-agent theory are used to study the outsourcing decision making, monitoring and incentive compensation for the service provider. The essentials of human resource management project outsourcing are summarized. The aim of it is to do some help for increasing globalized Chinese enterprises.
