Recruitment and selection, which is the premise and foundation of human resource management, is an important assurance that organizations achieve their results and targets. How the quality of recruitment and selection is usually produces fundamental, long-term and even sometimes decisive influence on the enterprise. This paper makes use of the basic theories of human resource management, analyzing the existent problem and the reason in the process of recruitment and selection in our state-owned enterprises at the present stage, carrying on studying more completely to set up the effective recruitment and selection system in state-owned enterprises.Firstly, the article analyzed the basic theories of human resource management and of recruitment and selection, emphasizing the work of recruitment and selection has an important meaning in the human resource management. Through analyzing the existent problems which our state-owned enterprises carry on in the process of recruitment and selection at the present stage, the paper put forward the human resource strategic plan according to the organization's developing strategy; detailed post-research, standard recruitment and selection system are the premise of valid recruitment. This paper carried on analysis from three aspects to set up valid recruitment and selection system: firstly, before recruit and select, we should work well at the supply and demand forecast of the human resource, draw up reasonable recruitment plan, establish reasonable recruitment group and carry on a necessary training. Secondly, during the period of recruitment, we should build up standard process of recruitment and selection, choose effective measure tools to select candidates, and pass suitable outlet and method to carry out recruitment and select. At last, we should carry out valuation and feedback after recruitment and selection to sure the control and the improvement of recruitment result.The paper also introduced issues that we should pay attention to in the process of recruitment and selection, pointing out that a good enterprise culture should be set up for the recruitment fairly and openly carrying out and fair competition and creates a good atmosphere for the important significance; and the establishment of enterprises' talent contributes to carrying recruitment and selection out efficiently and smoothly.
