During the new age of knowledge-based economy, Human Resource is regarded as the first resource, and the competition between companies is rather a competition of Human Resources in the end. Recruitment, as one of the practices for human resources management, plays a very important and strategic role. It is the foundation of all human resources activities, and the gateway to hiring employee. An effective recruitment job is not only the precondition of normal operation of the human resources management system, but also the important guarantee of sustainable development of the enterprise. With the Human Resources management developed from tactical levels to strategic levels, the realization of enterprise strategic objectives will depend more and more on recruitment, so the enterprise has been forced to reconsider the concept, methodology and pattern of the recruitment.This paper locates recruitment problems from the enterprise strategic views. The first part of this article introduces the background and existing condition analysis, and brings forward the significance and methodology of the studies. Both content and framework of the study were also introduced. The second part focuses on Human Resources strategy and Recruitment management system theory, such as hierarchy of needs theory, motivation-hygiene theory, expectancy theory, equity theory, competency model etc. The third part expatiates the three key points of human resources strategy build up and transfer based on enterprise strategy. Firstly, formulate enterprises strategy through vision, mission, value as well as SWOT analysis, and then understand the challenges which enterprise and HR face. Through Human Resources roles in the enterprise, a Human Resources Strategy will be developed which aligns with the Corporate Value and strategy. By HR strategy transforming, a series of HR sub-strategy and action plan will be developed further. This strategy transforming theory is one of the innovative points in this article. Part IV presents a comprehensive recruitment system based on HR strategy, and brings forward the recruitment strategy framework which consists of three pillars: the recruitment philosophy, methodology and procedures, recruitment results control and evaluation. The paper deeply elaborated the recruitment objectives, meanings, principles, procedures, channel analyses, implementations and evaluations, by combining lots of case study and actual practice into the study. At the end in Part V, with the example of Company W, the paper puts forward the detailed analysis for recruitment implementation.This article looks for the method which combines theory and practice, and discusses the recruitment system set up and implementation through theory study, comparative analysis, case discussion and enterprise actual practice. The paper produces a useful ideation and real operation methodology to Human Resources staff.
