| In recent years, along with the constant development of project management theory and technology, the project-based enterprises as a typical business model have a certain development. But in an environment of multi-project management, how to adjust its organizational structure to the special operation mode of project; With the limited resources of the enterprise; How to make a rational allocation of resources and balance between the various projects; How to choose project portfolio and enable them to achieve the overall strategy, all of this has posed a challenge to the organizational structure of the project-based enterprises.This paper attempts to start with the research of the relationship between strategy, projects and structure, and explore a new organizational model from a strategic perspective to solve the above problem. First an analysis of the relationship between strategy ,project and structure is made, which is part of the theoretical basis for innovative models from a strategic perspective; Then through a brief analysis of the three organization types: function organization, project organization and matrix organization model, a new way of thinking of the relationship between the functions and projects—contract—based organization is proposed; After that, the paper makes an analysis of the program management and project portfolio management in vertical and horizontal integration for the project-based enterprises under multi-project environment. A strategic view of the organizational structure—Project Management Office is proposed, which shows strategic functions in its three grade levels. A case study on IBM's successful experiences of multi-dimensional matrix organization structure and the project management office is given at last. |
