With the competition getting violent more and more ,human resource management is becoming focal point in enterprise management system .As a important part of human resource management ,effective performance management system can make enterprise obtain its goal ,create high performance and become headspring of shape and development of enterprise .It is an inevitable tide that Chinese nongovernmental business especial the nongovernmental business corp. will merge into the international maker and encounter much more heavy competition with the economical development .Competition among companies actually is the one among their competent and talent employees ,so human resource management especially performance management is very important for he nongovernmental business .In the three strategic performance management methods(MBO KPI BSC), BSC is better than the other two in nature .So making research for corporate performance management based on BSC has real meaning.The article introduced relative knowledge about performance management theory firstly. Secondly analyzed the problems and reasons of human resource management especially performance management of the nongovernmental business corp. Thirdly comparing he three strategic performance management methods ,and make sure that BSC is mostly suitable for nongovernmental business corp. Finally, the article comes up with a performance management system based on BSC in combination with the characteristics, and analyzed the current situation of BSC used by he nongovernmental business corp. from the facts.The thesis pays much attention to the combine of public problems and particular problems, to the enterprise's environment, practical problems, strategy and stage of the development and as well as to the feasibility research and design of strategy-oriented BSC. After comparing the three strategic performance management methods, find that BSC is the best. Meanwhile, it advances a few methods to optimize performance management system, after studying and analyzing the particular of the case enterprise. These methods are believed to be useful for reference for the other nongovernmental business corps.
