The China's High-Tech Zone is quite different from the other development area. The High-Tech Zone starts at 1985, up to the present, there are about 54 zones, and they belong to the Ministry of Science and Technology of People's Republic of China. The High-Tech Zone has been established in China's science and technology strength and economy foundation, it has the specific function and creates the local optimize environment in order to promote and develop the High-Tech industry.The China's High-Tech Zone has been started for more than ten years, she went through the original accumulate time and stepped into the pluralistic time, now she turns into the vigorous period of "the second crave". China's High-Tech Zone possesses comparative competition advantages. This paper analyses the whole development of comparative competition advantages in High-Tech Zone. The goal of the evaluation is to promote the development of the High-Tech Zone. This paper builds up the synthesis evaluation index system by using the method of AHP and makes analysis of six High-Tech Zones by using the data from the zones, and brings forward four advices: enhance the independent innovation and brand force, shape the culture energy, figure the intensive zone, and realize the law principal part.
